Exempted Categories:

- Essentials: Transport for food, milk, water, fuel, and hospital staff.
- Travel: Passengers traveling to or from the airport.
- Voters: Pregnant women, elderly, and disabled citizens (including one helper).
- Official: Diplomatic (CD) vehicles, press with passes, and election observers.
